## Frozen proposition

> A Specialty Pack can establish domain meaning without manufacturing constitutional significance.

Observable property:

> **Constitutional significance must not leak upstream into domain constitution.**

## Pair

The two exact-packet-replay specimens preserve the same Specialty Pack relationship, rule, attributable sources, scope, freshness, provenance, and evidence sufficiency. The prospectively classified downstream C2 obligation state changes:

- **Case A:** C2 inactive / `not_applicable` → Harmonic `PERMITTED`, `admissible=true`, `action=allow`.
- **Case B:** C2 active / `unsatisfied` → Harmonic `REFUSED`, `admissible=false`, `action=refuse`.

The Pack does not supply a case-specific constitutional answer.

## Independent acceptance

Wojciech Z. Kaleta inspected the frozen protocol, canonical packets, raw Harmonic results, comparison record, and manifest and accepted the result as **PASS — BOUNDED**. See `05_WOJCIECH_ACCEPTANCE.md`.

## Claim ceiling

V116 does not establish that Harmonic independently derives C2 activity from raw constitutional facts. The obligation witness carries the downstream state exactly as the frozen responsibility map permitted. It also does not establish downstream physical execution or universal absence of answer leakage.
