# V117 Comparison and Disposition

## Frozen proposition

> A Specialty Pack must distinguish source freshness and source continuity from current source standing.

## Frozen falsifier

> Can an unchanged, fresh, attributable source become non-governing without becoming stale, wrong, or unavailable — and does the Pack notice?

## Pair isolation

The prospective responsibility map permits only `/specimen_id` and `/source_authority_state` to differ across the Specialty Pack pair. The source records, domain rule, consequence, and `observed_at` are frozen. The rule explicitly prohibits freshness, confidence, availability, historical primacy, or hierarchy position from serving as proxies for current governing authority.

Both Harmonic exports also state that both execution-region source records are available, current, attributable, and unchanged across the frozen pair.

## Specialty Pack result

### Case A

- constitution status: `CONSTITUTED`
- proposition: `execution_region_for_shared_execution`
- value: `EU-WEST`
- governing source: `execution-region-registry-a`
- authority basis: `source-authority-charter@2026-A`
- effective interval: `2026-01-01T00:00:00.000Z` through `2026-10-05T18:00:00.000Z`
- relationship: `consistent_with_prior_state`

### Case B

- constitution status: `CONSTITUTED`
- proposition: `execution_region_for_shared_execution`
- value: `US-EAST`
- governing source: `execution-region-registry-b`
- authority basis: `source-authority-charter@2026-B`
- effective interval: from `2026-10-05T17:40:00.000Z`
- relationship: `material_contradiction`

### Preserved in both Pack outputs

- `source_freshness_preserved = true`
- `source_provenance_preserved = true`
- `static_hierarchy_ignored_as_authority_proxy = true`
- `constitutional_answer_supplied = false`

The Pack therefore changed the constituted domain state because the current governing-source relation changed, not because Source A became stale, unavailable, unattributable, or altered in content.

## Harmonic downstream witness

### Case A

- canonical outbound packet SHA-256: `be5c3cb32996434ef072c794453fd99bf7f5fb0cc3f492faa68e5eae199cb92c`
- exact packet replay
- no semantic translation
- no LLM packet construction
- result: `PERMITTED`
- admissible: `true`
- action: `allow`

### Case B

- canonical outbound packet SHA-256: `df72436cd6551bb2bd2cd4c2177542ab6674a5dc3c000866acc44ed01ebadf3d`
- exact packet replay
- no semantic translation
- no LLM packet construction
- result: `REFUSED`
- admissible: `false`
- action: `refuse`
- controlling transition: `material_contradiction`
- blocking signal: `material_state_transition`

## Disposition

**V117 — PASS, BOUNDED.**

The examined Pack did not silently substitute source continuity, freshness, provenance, availability, historical primacy, confidence, or static hierarchy position for current source standing. Source A remained historically attributable and fresh while becoming non-governing, and the Pack selected Source B under the prospectively frozen authority relation.

## What this does not establish

V117 does not establish:

- that the institutional source registry is independently true or legitimate;
- that the frozen source-selection rule is universally correct;
- that all possible source-standing transitions are represented;
- that Harmonic independently discovers source standing from raw source records;
- universal source-standing correctness across other Packs or domains;
- downstream physical execution or universal non-bypassability.

The result stops at the evidence above.
