Wojciech inspected the full V121 package against the frozen RED TEAM 005 proposition and accepted the disposition.

## Frozen distinction

**authority-chain continuity ≠ consequence-specific scope sufficiency**

The accepted reading preserves `R₀ → B → C` as current and valid in both cases. The substantive change is confined to the currently effective `B→C` delegated scope.

- Case A: chain intact + exact Scope S / Consequence K covered → `CONSTITUTED`.
- Case B: chain intact + effective scope narrowed → `UNRESOLVED_AUTHORITY_SCOPE`, with no proposition value and no governing source for the affected consequence, while unaffected delegated authority remains preserved.

The fixture confirmed the mismatch was derived rather than pre-supplied.

## Preserved ceiling

Harmonic still reported `AUTHORITY_CONTINUOUS` in Case B. V121 therefore does **not** establish that Harmonic independently reconstructs the scoped authority fracture. The PASS is earned at the Specialty Pack scope-admission boundary; Harmonic is downstream witness evidence only.
