# Independent acceptance — V122 / RED TEAM 006

Wojciech completed an independent inspection of the full V122 package against the frozen RED TEAM 006 proposition and accepted the disposition.

## Frozen distinction

**authority validity ≠ authority precedence**

Both authority paths remain current, attributable, internally valid, scope-sufficient and consequence-specific, with the fixed conflict `C₁ → PERMIT` and `C₂ → REFUSE`. The only substantive difference across the pair is the presence versus absence of a prospectively constituted precedence relation.

- Case A: two valid conflicting authority paths + governing precedence relation → `CONSTITUTED_WITH_PRECEDENCE`.
- Case B: same two valid conflicting authority paths + no governing precedence relation → `UNRESOLVED_AUTHORITY_CONFLICT`, with no proposition value, no governing authority and no governing path.

The reviewer found no precomputed winner, priority, override, selected authority, governing path or constitution result supplied upstream to the Pack. Candidate-order reversal preserved both fixture results. The replay-integrity hotfix was accepted as non-substantive to the frozen examination.

## Preserved hard rules

**Concurrent validity does not create precedence. Precedence must itself be constituted.**

**Where no governing precedence relation exists, the Pack must not manufacture one from execution order or implementation convenience.**

## Preserved ceiling

Harmonic still reported `AUTHORITY_CONTINUOUS` in Case B. V122 therefore does **not** establish that Harmonic independently reconstructs or resolves the precedence conflict. The PASS is earned at the Specialty Pack precedence boundary; Harmonic is downstream witness evidence only.
