Both authority paths remain current, valid, scope-sufficient and consequence-specific. Case A includes a prospectively constituted precedence relation and returns `CONSTITUTED_WITH_PRECEDENCE`. Case B has no governing precedence relation and returns `UNRESOLVED_AUTHORITY_CONFLICT` without manufacturing a winner. Candidate-order reversal preserves the result.

**Ceiling:** Harmonic remained `AUTHORITY_CONTINUOUS` in Case B. This examination does not establish independent precedence reconstruction or resolution by Harmonic.
