Harmonic is a governed-execution system for determining whether an exact proposed consequence has current standing under constituted authoritative reality before the governed consequence boundary permits continuation.

## Preserved examination lineage

SCGA-BS-003 — FAILED, preserved. The positive control refused because the required obligation witness was missing. Full discrimination was not established. The result was not rewritten.

SCGA-BS-004 — FAILED under its frozen criterion, preserved. The negative refused, but the positive returned CONSTRAINED / admissible=true rather than the frozen expected PERMITTED. The failure remained a failure.

SCGA-BS-005 — SUPPORTED within its frozen examined scope. Positive control: CONSTRAINED / admissible=true. After the controlled material state transition: REFUSED / admissible=false. The precommitted falsifier was not triggered.

Bounded BS-005 finding: under the frozen examination, historical validity did not silently retain consequential standing after the examined material change invalidated the prior-state standing required for the same consequence. This does not establish omniscient change detection, universal correctness, or downstream real-world execution enforcement.

V113 — SUPPORTED within its frozen examined scope. For the frozen implementation and constituted interface, Harmonic discriminated a standing-preserving change from a standing-defeating change for the same consequential action when supplied complete legitimate information and no case-specific constitutional answer. The PASS is bounded to the governed-response boundary and does not claim downstream physical causal enforcement.

V114 — SUPPORTED FOR THE EXAMINED CONSTITUTED EXECUTOR BOUNDARY in the repository-local frozen test. The positive control produced exactly one synthetic consequence; receiptless bypass, forged permit, payload mutation, expired permit, governance refusal, and missing governance evidence produced no consequence. This does not establish exhaustive deployment-wide path coverage and is not represented as independent third-party attestation.

## Evidence discipline

Failed examinations remain failed. Successor examinations are constituted prospectively rather than used to rewrite predecessors. Findings are bounded to the exact property, implementation, path, conditions, boundary, and evidence actually examined.

SOLACEMED-GOVERNED-RUNS-001 — OBSERVED APPLICATION BEHAVIOR, BOUNDED. Participant-supplied export of 39 demo-encounter runs (April 22–September 11, 2026). Earlier local/preflight records show state-dependent gating; later explicit Harmonic records show response presentation blocked after REFUSED/refuse or contract failure. This retrospective record does not establish actual clinical execution, independent authority-change chronology, or a native Harmonic PERMITTED release control.
