V122 · RED TEAM 006 · October 6, 2026
Authority validity ≠ authority precedence.
PASS — BOUNDED. Independently accepted as run by Wojciech Z. Kaleta, PhD.
| Case | Concurrent authorities | Precedence relation | Pack state | Harmonic witness |
|---|---|---|---|---|
| A | C₁→PERMIT; C₂→REFUSE | constituted and applicable | CONSTITUTED_WITH_PRECEDENCE | PERMITTED / allow |
| B | C₁→PERMIT; C₂→REFUSE | absent for conflict | UNRESOLVED_AUTHORITY_CONFLICT | REFUSED / refuse |
What survived
Concurrent validity does not create precedence. Precedence must itself be constituted.
Where no governing precedence relation exists, the Pack did not manufacture one from execution order, timestamp, first-match behavior, implicit hierarchy or implementation convenience. Candidate-order reversal preserved both fixture results.
Claim boundary
Harmonic still reported AUTHORITY_CONTINUOUS in Case B. V122 does not establish that Harmonic independently reconstructs or resolves the precedence conflict. The PASS is earned at the Specialty Pack precedence boundary; Harmonic is downstream witness evidence only.
